Major functions of Planning Section

The Planning Section has been  assigned the following Jobs  in Directorate of Industries and Commerce, Jammu:-

  • Formulation of Capex Budget and its monitoring.
  • Cross LOC Trade.
  • Prime Minister Employment Generation Programme (PMEGP).
  • 3% Central Interest Subsidy Cases.

Formulation of Capex Budget and its monitoring:-

During the year 2015-16 there was an revised outlay of Rs2713.90 lacs and during the current year 2016-17 an amount 528.48 lacs has been authorized by Planning & Development Department .The Scheme-wise detail is as under:-

Cross LOC Trade at Chakkan-da-bagh, Poonch

Cross LOC Trade was commenced on 21-10-2008  between J&K and POK on Poonch-Rawalakote route for two days in a week i.e. on Tuesday and Wednesday. It was further extended  by four days and now the trade takes place on Tuesday – Friday. The trade between J&K and POK is going on as per  guidelines envisaged in the Standing Operating Procedure.

There are 21 approved items by Government of India, Ministry of Home affairs traded through Chakkan-Da-Bagh, Poonch which are given as under:

PMEGP

Prime Minister Employment Generation Programme (PMEGP) is a central Government Scheme for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas.  The Scheme is to be implemented in the rural areas by the KVIC, KVIB and DICs . All individuals above the age of 18 years are eligible under the scheme without any income ceiling. Maximum project cost should not exceed Rs.25.00 lacs in case of manufacturing and Rs.10.00 lacs in case of Service sector. All industries excluding those in the negative list are eligible for assistance under the scheme.In case of general category, the beneficiary is required to contribute 10% of the project cost and entitled to 15% of project cost as subsidy in urban areas and 25% in the rural areas.  In case of special categories including SC/ST, Women, etc. the beneficiary is required to contribute 5% of the project cost and entitled to subsidy @25% of the project cost as subsidy in urban areas and 35% in rural areas.

3% Central Interest Subsidy Cases

As per Notification issued by the Government of India, Ministry of Commerce and Industry Department of Industrial Policy and Promotion vide F.No.:1(11) 2002-NER dated 22-10-2002 “All eligible units in the State of Jammu and Kashmir shall be given as Interest Subsidy to the extent of 3% on working Capital advanced to then by the Scheduled Banks or Central/State Financial Institution for a minimum period of 10 years from the date of commencement of production. The benefits would be extended to the existing units in the notified location in case of the substantial Expansion as defined as well as the thrust Industries. Concession to include all new investments by entrepreneurs which leads to substantial additional employment creation by existing entrepreneurs without insisting major expansion. However, credit under the Industrial Policy package should not be meekly for paying of old debts or for the equipments already in place”
